The JRDC to sign a Tri-Partite Agreement

The JRDC is a research institution jointly established by the governments of China and Sri Lanka. On October 21, 2023, both sides agreed to sign the “Functional Agreement among Chinese Academy of Sciences (CAS), China, Ministry of Water Supply & Estate Infrastructure Development, and the University of Peradeniya” on the Management Framework for the Operation of the China-Sri Lanka Joint Research and Demonstration Centre for Water Technology. This was included in the recently issued joint statement of the two governments as 17th term i.e., “17. The two sides are ready to carry out closer cooperation in climate change adaptation and sustainable development and the two sides agreed to sign the Tri-Partite Agreement among the Chinese Academy of Sciences of the People’s Republic of China, Ministry of Water Supply & Estate Infrastructure Development of the Democratic Socialist Republic of Sri Lanka, and the University of Peradeniya of Sri Lanka”

 

This project was signed in March 2015 under the witness of the heads of state of both countries and was included in the joint statement of the two governments issued in April 2016. The ” The Implementation Agreement of China-Sri Lanka Joint Research and Demonstration Center for Water Technology Project under Foreign Aid of the People’. Republic of China” signed by the two governments in September 2017 clarified the tripartite joint operation and management of JRDC, Based on this, the three parties signed the ” Memorandum of Understanding among Chinese Academy Of Sciences (CAS), China, Ministry of City Planning and Water Supply (MoCPWS), and University of Peradeniya (UOP) on Establishing a Management Framework for Functioning China- Sri Lanka Joint Research and Demonstration Centre for Water Technology” in September 2018, establishing the principles for tripartite joint operation and management. recently, The TPA has been approved by every party, and is ready to be signed.
